Hibiki is a typical otaku who lacks confidence in a typical city, annoyed (and jealous) at all the lovey-dovey couples at school and in town. One day, he discovered some materials left by his grandfather on hypnosis and studied it semi-interestedly. He tried it on himself first, instructing himself to become popular, to become the riajuu that he so despised.
