A 3rd generation city employee, who works at the city welfare department, he is assigned at the 1st section that issues nursing certifications. He claims to be good at almost everything and he is quite a charmer that he is able to get email addresses from pretty clients, even boast it to his superior, Taishi. Though, a slacker he wouldn't hesitate to go out of his way to help out Yamagami and Saya when they're having trouble dealing with difficult clients.
